Assessment of Policies and Global Practices in Open, Distance, and e-Learning for Quality Education

Abstract
The rapid growth of Open, Distance, and e-Learning (ODeL) institutions worldwide, driven by advances in digital technologies and increasing demand for flexible and accessible education, has necessitate a critical assessment of policies and practices in ODeL to ensure the delivery of quality education. This paper examines the policies and practices governing Open, Distance, and e-Learning (ODEL) to ensure quality education. It highlights challenges such as technology infrastructure, digital literacy, student engagement, and assessment methods. The paper examines international frameworks and institutional roles, including faculty training, curriculum development, and student support services. It also explores the impact of quality assurance frameworks, accreditation processes, and pedagogical approaches. It was concluded that, the success of ODEL in transforming global education depends on robust policies, effective practices, and continuous improvement to ensure inclusive and high-quality learning. The paper suggested strategic solutions like stakeholder involvement and a balance between autonomy and standardization.
